If all things equal, I would definitely have chosen Gal Gadot Wonder Woman miles above others. But since I've seen Gal Gadot bound and gagged in Criminal, I guess she lost a little bit of novelty factor. Similar case for Jessica Alba's Invisible Woman and Margot Robbie's Harley Quinn. I've seen Alba in a great wraparound tapegag in Into the Blue and Margot Robbie in a fantastic scene in Focus. Even Suicide Squad had a brief ballgag scene for Harley.

So it boils down to Black Widow, Psylocke and Scarlet Witch. Black Widow technically had a fake DiD scene in Avengers but as a gag snob, the lack of gag still left me wanting more. Still, it is a scene so she's 3rd place.

Now between Psylocke and Scarlet Witch. Both have great design. Scarlet Witch's zettai ryouki and miniskirt is superb but Psylocke's very own zettai ryouiki and DAT leotard is unfathomably awesome.

So that's how I chose Psylocke in the end.
